What you should do is research similar things, e.g. skateparks, or other large parkour projects.
Then, you can show the council that similar things have worked and proved beneficial.
It will also give you more idea of what you could do, and how you could do it.

i know of a skate park that went up with out any dis aprooval from the council, and no planning applications research coming up
